EU Handling Fee Update

What is this new regulatory handling fee?
It is a national charge designed to cover customs processing costs for the increasing volume of low-value shipments (goods valued under €150 ) imported from non-EU countries to EU countries.
Which EU countries currently apply this fee?
As of now, the fee is applied by Romania, France and Italy. The list of participating EU countries will be updated upon finalization of the new fee.
When did the fee become effective?
The fee was introduced starting January 1, 2026.
How much is the fee?
Romania: 25 RON (approximately €5.00). Italy: €2.00. France: €2.00
What shipments are affected?
The fee applies to shipments whose goods value is below €150.00 (excluding shipping, insurance, and other additional costs) and that are shipped from non-EU countries to EU countries.
Is this fee related to VAT or IOSS?
No. This is a separate national handling charge.It is not related to VAT collected under the IOSS (Import One-Stop Shop) system (registered by the seller for orders below €150.00) and will still apply even if VAT has been paid at checkout via IOSS.
